India will provide a transition period of about three months before a new import licensing regime for laptops, tablets and personal computers comes into effect, the country's trade regulator said on Friday night.
This was a partial reversal of last Thursday's surprise decision to implement the licensing requirements immediately, which had prompted calls for a delay.
In a notification, the government said, "Until October 31, imports will be cleared without a license and from November 1, a government license will be required for import clearance."
Earlier in the day, a government official told Reuters that they were reviewing the industry's request to delay the new import license order by three to six months.
The government's notice last Thursday did not give a reason for the action, which could affect tech firms such as Apple (AAPL.O), Dell (DELL.N) and Samsung (005930.KS) and could see them boost local manufacturing.
The move is aimed at addressing the trade imbalance with China, another government official told reporters.
Deputy IT and Electronics Minister Rajeev Chandrasekhar said the move was aimed at "ensuring trustworthy hardware and systems" and reducing dependence on imports.
His ministry had earlier in the day assured that the government would issue licenses quickly and would not create a gap in supply in the market.
New Delhi will reportedly issue licenses for import of laptops and tablets to businesses within two days. The licenses can be obtained online.
To apply for a license, companies will have to provide information about the source of the goods, number of pieces and past import history.
